Health Safety Environmental Officer “HSE Officer”
Job description
- The role will report to the senior HSE Manager on the project site in Choir, and will be responsible for ensuring that the health, safety and environmental policies and procedures are maintained for all of the project activities;
- The HSE Officer will be supported by the Project Manager, the Senior HSE Manager, a team of Managers, Engineers and Administrators with further support from the Ulaanbaatar office;

- Manage the daily health, safety and environmental requirements on the project site;
- Participate in project site audits, site inspections, creation of corrective actions, ensure close out of corrective actions, and overall responsibility for the HSE compliance of the project;
- Convene and help manage daily pre-start meetings on site and ensure that all contractors are complying with requirements such as HSE plans, environmental social management plans (ESMPs), the project ESIA, toolbox talks, safe work method statements, hazard observations, etc; and
- Assist with the management of the project ESIA and associated environmental social management plans during construction and commissioning works.
Job requirements
- Formal qualifications in an HSE related discipline(s) from an accredited university (or similar) and at least 5 years of experience managing HSE on complex projects, preferably renewable energy projects, specifically wind farms;
- Demonstrable HSE understanding and experience with civil, structural, electrical and mechanical construction works including but not limited to roads, crane pads, culverts, foundations, buildings and structures, substations, HV transmission lines, general electrical services, and heavy lift;
- Experience with contractors in a site environment, preferably with complex civil projects and / or power projects;
- High level of communication skill (both verbal and written) to interface with local representatives, government departments, vendors, contractors, subcontractors and other stakeholders;
- Demonstrable ability to successfully manage site HSE requirements
- Fluent English and Mongolian language (speaking, writing, reading);
- Willing to be based on the project site in Choir; and
- Skilled in MS Office, Outlook, Excel and MS Project
Additional information
The following qualities are preferred and considered an advantage:
- Experience with the HSE remits of energy projects, particularly renewable energy projects;
- Experience working with foreign companies.
